Pahalgam is a small hill town, surrounded by a few villages. The villagers, with the townsfolks are its native constituents. Travel and tourism is the life line here.

When one sees the per capita income and standards of living, its a no-brainer that these people need help. This is especially true when seen in perspective of very slow economic activity during the militancy period of last decade and a half.
